The Tomakomai Port Authority (TPA) in Japan has introduced a new port fee incentive for vessels using low-carbon and carbon-free fuels, alongside a review of its previous Environmental Ship Index (ESI)-based programme.

TPA joined the International Association of Ports and Harbors (IAPH) in April 2021, aligning its environmental measures with global standards.
Under the new scheme, ships powered by low-carbon fuels receive a 5 per cent reduction in port entry fees, while vessels running on carbon-free fuels qualify for a 25 per cent reduction.
The existing ESI-based incentive continues, offering a 10 per cent reduction for vessels scoring 30 points or more.
Ships meeting both criteria are eligible to claim both incentives. The programmes will remain in effect from 1 April 2026 through 31 March 2031, supporting TPA’s ongoing drive to reduce greenhouse gas emissions and promote sustainable shipping practices.
Recently, the Port of Tomakomai reported that overall throughput reached 228,758 TEUs in 2025, including feeder traffic, marking a 2 per cent decline on 2024.
